
CARB Clean Truck Check: Upcoming Compliance Deadlines
The California Air Resources Board (CARB) has rolled out the full implementation of the Clean Truck Check (CTC) program, formerly known as the Heavy-Duty Inspection and Maintenance (HD I/M) program. This initiative aims to ensure that heavy-duty vehicles operating in California remain clean and compliant throughout their service life.
Who is Affected?
The program applies to nearly all non-gasoline vehicles with a Gross Vehicle Weight Rating (GVWR) over 14,000 pounds that operate in California. This includes out-of-state vehicles, public agency vehicles, and motorhomes.
2025 Reporting Deadlines
For the 2025 compliance year, fleet owners must report their vehicles in the CTC-VIS database and pay the annual compliance fee by their specific deadline, which is typically determined by the last number of the VIN or the registration month. Failure to report can result in DMV registration holds.
Periodic Testing Requirements
Periodic emissions testing is now mandatory. Vehicles equipped with On-Board Diagnostics (OBD) systems (typically 2013 and newer diesel engines) must undergo a scan by a credentialed tester or a telematics device twice a year. Older vehicles require a smoke opacity test.
